Can you install the main panel in a small room with a gas water heater. The room is attached to the garage and 6'x 8'

Nothing in NEC stops it.And i have put panels in garages that had gas waterheaters.I don't like the idea ,maybe if it has some kinda safety to close a main valve i would feel better

If it is in the wall separating the garage from the room, you might have a fire rated wall issue to deal with. I would ask the AHJ first.
