Can a panel be mounted in a restroom/shower/utility room in a commercial builidng? the disconnect is outside.

Can it be mounted behind a door on the adjacent wall where it would cover the panel when it is opened?

Yes 240.24(E) as long as all working clearances are maintained 110.26.......................hopefully not in the shower.
