Can a panel be relocated up under the home in a crawl space and if it can does it have to be a weather proof panel

Yes it can as long as there is 6'6" headroom 30"wide and 3' of clearance in front. The panel does not have to WP providing it isn't raining under there.

It should also be readily accessible
