Noticed in codebook in 110.26 working clearances
3 ft was the general requirement...question is if I want to mount
Panel in apt on first floor in laundry room...as long as I have my min 3 ft
One side ...can panel be mounted in corner of room...laundry sink
Will be 3 ft away
 
If you were to cut a piece of cardboard 30 x 36 you need to be able to lay the 30 inch side even with the front of electircal equipment on the floor and have free space from floor up to a height of 6.5 feet or height of equipment if it is higher than 6.5 feet. Equipment can be all the way to left or right as long as there is 30 inches. If equipment is wider than 30 inches then the space needs to be at least as wide as the equipment.

Laundry sink can be right next to the 30 inch space it just can not be within the space.

As long as you meet the other requirements in 110.26 I don't see a problem.
 
The 30" wide measurement can start at the edge of the panel, it does not need to be measured from the middle of the panel.
 
This is from the NECH. The sink can be 3' in front of the panel or right next to it if you can maintain the 30" width.
