Panel Lock

I have found several panels with a staple and barrel lock on them. It appears the latch has broken and this was installed to keep the door shut. What is the code reference for this as well as OSHA (29CFR1910)?

As long as there is a dead front behind the panel, I don't see an issue.
There are panels where the outer door is an option.

Maybe 110.3 B. Don't know about OSHA.
If the barrel switch was installed with no protruding screw threads to abrade wires, as Don said no issue.
If it's a concern replace the latch or panel cover.
