Panel main breaker size

I have a panel located in a non-service situation. All the loads are continuous(really).
Does the main breaker have to be 125% of the total continuous loads?

what do you mean "non-service" situation?

Yes, OCPD need to be increased 125% for continuous loading. (210.20(A), 215.3)
The conductors have to be increased as well.
