If you mean on the opposite side of the wall where the range is located then yes. If you mean on the same side as the range then no. IIRC, a working space 36" in front of the panel and 30" side to side must be maintained. Therefore it cannot be located behind any appliance like a range, dryer or water heater. The panel can be located anywhere within the 30". It need not be centered.

Agreed.

The options are the back side of the same wall, relocate (use panel as J-box), or see if your AHJ will allow it (still a bad idea).
