Is it legal to install home runs to outside panel . Down wall behind shower .where in the code is this addressed

If you mean inside of the walls then the two areas you've mentioned are by definition in Article 100 dry locations which would allow you to use just about any wiring method.

If your concern is the shower and water lines then that is not an issue. The Nec is silent on that so it is permitted.
