Panel placement

I am licensed Home Inspector in North Carolina. A home I inspected had a sub panel installed ON the cabinet of an air handler in the basement. Of the thousands of homes I have inspected I have never seen this done, it doesn't seem right (when the air handler is changed the panel will be hanging) but I can't find anything governing panel placement of this sort in NEC. Woud mfg recommendations cover this ( house was built in 1996) or is there somewhere in NEC that specifies equipment must be mounted on permanent backing?

The installation instructions would give you the mounting requirements for a panel enclosure.
