can anyone tell me why there are two numbers listed for each phase in the panel schedules? I have minimum experience but I've always only seen one value per phase

There are breakers on the right side of that panel schedule as well that your image has cut off. The load in the left column of each phase is on the breaker on the left side of the panel schedule and the load in the right column of each phase is on the breaker on the right side of the panel schedule.
