Panel swap

I am doing a 100 to 100 panel swap in a house. Pretty routine but someone has installed the pool bonding wire to a lug inside the panel. Traced it outside to the pool pump where it ends. It doesnt run to the frame of the above ground pool at all. Knowing that we must install the bonding wire to the pump and the pool frame...Installer did a decent job using the correct twist lock etc.
My 2 questions are:
Was this ever code ?
Should it be put back the same way or should it be changed?

The #8 bond from the pump housing to the pool frame does not go to the pool panel.

I would inform the customer that this was never a code compliant installation and explain how you will fix it.
Roll the cost into the panel swap.
