Panel under downspout

An electrician put a new panel under the down spout from a flat roof. The spout is 3 feet above the panel. How can I fix this? Can I put a roof over the panel?

Sounds like your describing what here is called a canaly sp: Canal. Just an opening with a extension for rain to go off a roof.
No problem as gutters aren't code in NM. Only 8"/year if lucky.
Nothing to connect a offset to. I had this problem and had to build a horizontal sheet metal trough or gutter to redirect
the the water.

As the OP and myself are both from NM he probably is referring to what locals call a canale(sp). canal. There's no downspout, or scupper.
It's just a U shaped channel about 6-8" away from the roof to direct water away from a stricture. Nothing to attach anything to.
A roof over the panel could be a problem in the future.
Like I said, I built a horizontal trough open at the top that caught the water, made a hard right and a hard left, and attached to the structure with angles.

I'd be interested in photos. I don't understand why the panels couldn't be moved about 4 1/2 feet to the left when installed. Why place them there? The main power line has enough slack to make the distance. My concern is my interior wall behind the panel is turning yellow and I'm sure the water is tunneling into the Adobe wall along with the wiring.
