Panel Upgrade and basement reno AFCI question

Hello, I mainly do ICI but pricing a residential panel upgrade and also a basement reno. I know i don't need to add AFCI breakers when doing a panel swap but will ESA want me to add AFCI breakers because of the reno? The reno is mainly relocation of some items and adding a few new circuits. Thanks located in Ontario.

Don't know the Canadian Code but I would say AFCI?GFCI where call for would be required on and new circuits and any circuits extended more than 6'.

AFCIs are a must as per ESA if you add 15/20 amp circuits for any receptacles in the basement except for Fridge in Kitchen, Single Receptacle Sump pump, Kitchen Counter Recs and GFI Rec in washroom,so Yes if you are doing reno in the basement and adding new circuits plus relocating some receptacles they need to be arc fault protected
