Panel used as raceway?

Hi All -

Is it legit to use a breaker panel as a raceway? I am looking at some proposed work by others wherein there is a 600A 3P panel installed that is fed by a backup generator. There is a transfer switch installed adjacent to it. The electrician wants to run all of the transfer switch wiring through the breaker panel can.

In this setup the generator panel feeds the transfer switch so the conductors for that are fine. There is also the utility feed to the transfer switch and the transfer switch output feed to the output panel to deal with. They want to run those conductors back into the generator panel, using it as a raceway, to reach a gutter that is attached at the top.

There is plenty of room, all the conduits are sized correctly, etc. But I am not clear if this is an acceptable use of a breaker panel can. Can anyone clarify?

Related, just for my own knowledge, would it be legit to use a breaker can as a raceway to run conductors for a _different_ utility feed? Say, for example, customer has two separately metered 100A 3P services. They are delivered to customer in a single underground conduit. Is it legit to land that conduit onto a panel for service #1 and land service #1 in that panel, then run the conductors for service #2 through service #1's panel can to an adjacent panel for service #2? Hope this isn't confusing.. :)

..............................NO,:) This doesn't make much sense. You would need a gutter. Or a
multiple meter base contained in the same unit.
