I am looking to install a load center that is 200 amps the bus is rated at 22kA, the breaker is an I-line breaker 200 amps 2 pole rated at 14kA. Does the panel having a higher rating get affected by the breaker not being the same rating?

But… no. The “rating” (bracing) of the panel has no affect on the interrupt rating of the breakers, they are totally different things. But it would need to be equal to or greater than the breaker rating. Your electrician would understand this.
