panel wiring color

I am designing a panel that controls 100 150W heater loads through solidstate relays, this panel went to a lab for CE evaluation and one of their comments is that load return wires should not be blue (euro color for neutral).
Might be confused for source wiring.

Is that the same case for US code (load return should not be white)?
Does color matter after relay?
 
I am not clear where this wire runs from and to.
From the relay to the heater? From the heater to the grounded "neutral" bus?

White wires with colored stripes are often used to differentiate between "source neutral" and "load neutral"
 
In a clearer sense, does UL recognize internaltional saftey agencies standards, CE,CSA, etc. in wire colors.
