Panel Wiring

I am currently roughing - in a new AutoZone store. I have two panel. One is placed right above the second one. I cannot find anything in the NEC about pulling branch circuits through the top panel to the bottom panel. Is this legal or not and were does it talk about it.

Also, these branch circuits ARE NOT going to be spliced. Just pulled straight through

312.8 allows some use of a breaker panel to be used as a raceway.
408.3 Puts more restrictions on a panelboards use.
