Panelboard in the bathroom

Which article is limmiting me to install panelboard in the bathroom in the commercial space like restourant or even a hospital?

240.24E deals with dwelling units and guest rooms or guest suites of hotels and motels. So if it were a feeder panel and not a service disconnect would it still be against code compliance to install a feeder panel in a bathroom that is not referenced in 240.21E?
