Please see the attached PDF. I am I allowed to used the closed door for my 30" horizontal required working space.

As long as you have 30" with the door closed or open you are good. If the door was hinged opposite of what you are showing it would still be compliant, IMO

There will be a "T" framed in the panel wall where it intersects with the adjacent wall. Hopefully that's not in the way.
