I have come acros with a panelboard in the bathroom, is this a proper place to install a panelboard?

No I mean, which came first, the bathroom or the panel or the NEC article that forbids the twain to meet? All I know is that this prohibition came no later than the 1996 version.

Is this bathroom in a dwelling or some other type of occupancy? Makes a difference in this case.
