Is it required to connect a neutral on a 240/120 ("single phase") rated panel that is connected to a 208Y/120 three phase system when the panel feeds only 208 volt loads?

No. There is never a requirement to install unused conductors.

However, why don't you want to?
Meeting minimum requirements rarely provides an optimum design.

Yes, if the panelboard you are talking about is service equipment and being fed from a 208Y/120 volt transformer. See 250.24(B) which states "Where an ac system operating at less than 1000 volts is grounded at any point, the grounded conductor(s) shall be run to each service disconnecting means and shall be bonded to each disconnecting means enclosure."

In all likelihood, this is a distribution panelboard and my answer doesn't apply. If that is the case, see Jim's answer and pay special attention to his comments following his answer. :cool:
