Is there anywhere in NEC 2014 it says panelboard or switchboard shall not be overloaded and that demand and connected load calculation is required?

If I recall correctly you had mentioned your supervisors are Mechanical Engineers.
Is this correct?
Can I ask if your finished plans are being sealed (stamped) by a Mechanical Engineer ?

There is always 110.3.....don't know for sure offhand, but I assume 408 has language about sizing to serve the load. One interesting thing to note is panelboards require protection at their rating (408.36) but switchboards do not.
