Panelboard Overcurrent Protection

I am involved in a minor modification of a 1966 vintage classroom building.
There is a 45kva, 480delta to 208Y/120volt dry type transformer feeding two 100amp MLO, 30-circuit panelboards. The primary is fed via 50/3 breaker.
There is no overcurrent protection on either of the secondary feeds - they go directly to the panelboard Main Lugs.

I have to replace one of the panelboards to get more circuitage, and will take care of the overcurrent issues.

I'm just curious, though - for any timers-older-than-me out there.
Was this legal in 1966??
