Panelboard placement

Here's the deal: This home is fourteen feet in the air. It's a coastal home where the front lawn is the ocean, so there's no basement or garage. The panel is currently in a bedroom. I'm thinking of turning in around to expose its face on the opposite side of the wall that it's mounted in currently. Here's the thing, it will then be in a stairwell. However, it will be at the landing. My electrical mentor tells me that a panel cannot be placed in a stairwell, not even on a landing. I've searched the code, even the Mass state codes and I find no code articles that get that specific about panelboard placement. If this panel can be placed at the stair landing that would be the hot setup for the customer aesthetically. Comments please?
