Panelboard recommendation

Helping a friend replace his old panel.
Would like a recommendation on type of panelboard, plug on neutral desired
Siemens
Square D Homeline
Cutler Hammer

Want an exterior 3R combo meter/panel, 200 amp service panelwith 6/8 ckts, use feed thru lugs to ATS and then inside to 42 ckt main lug panel

Would like same mfg on panels

Using the combo exterior panel would allow an SPD and branch cord for HVAC or ?

I use Siemens because it has been the most common for me to get breakers and such. I'd use what ever product the supply house nearest carries. Do you have more then one supply house on Bremerton?
When I lived in W Seattle I thought Bremerton was an Island.
