Panelboard turned J-box, replacing cover

Using the existing panelboard cover leaves wiring exposed with the door swung open. A lot of houses I go to have the issue of failing inspection because of this. Are there ready made (UL listed) panelboard blanks to replace the original panelboard covers with the empty breaker spaces? Will just filling the slots with breaker blanks do the trick to pass inspection?

I agree with Jumper the openings need to be closed. What is cited as the violation where these are being red tagged?

Unless there is live parts exposed, what is the violation? There are other enclosures out there with hinged doors that when opened the wiring inside is exposed, but if that wiring doesn't contain exposed live parts is not a problem. "Dead front" was required when the thing was used as a panelboard because there were exposed live parts behind the cover.

That said in that situation I usually secure the door so it can't be opened anyway, at least not without using tools.

If you fasten the door closed with a bolt and nut, there is no access to the wires. I usually then put a sticker on the cover saying "Electrical junction box. No user serviceable parts."

Turns out it was actually the insurance company and all they did was take a picture of it and note "poor electrical" I'm not sure what criteria the insurance companies go off of or if they just send in a (trained?) guy and take their word for the 'inspection'.....
