You can mount the panel but must comply with NEC 240.81 this would only allow use of 1/2 of the available breaker spaces, and if the main is a side throw (for up or down installation) this would need to be up on also.

Circuit breakers shall clearly indicate whether they are in the open “off” or closed “on” position.
Where circuit breaker handles are operated vertically rather than rotationally or horizontally, the “up” position of the handle shall be the “on” position.

The NEC has no provisions to adapt for any special needs of the end user, and it is not subject to the requirements of the ADA. No you cannot put a panel sideways. Well, there is another recent thread that discusses this same question, and there are some members who say that you can. But if you do, then half of the breakers cannot be used. The problem is that a breaker with a handle that moves up and down must be installed such that "up" is the "on" position. Reference 240.33 and 240.81.
 
you have no minimum hight that the panel has to be mounted off the floor. So there would be no need to mount it sideways.
 
There's presently no panelboard manufactured that will comply with the ADA anyhow. None of the branch breakers are operable with a closed fist, as would be required, so don't sweat the mounting height.

Unless the job specs require it, which we have had in assisted living units.

I am pretty sure I could operate a typical branch circuit breakers with a closed fist, not much different then a standard light switch.

We have also had EEs require switches in commercial office spaces at 36" AFF, really messes people up.
 
The only thing I have to say about it is: when it comes to making provisions for the handicapped, please try to figure out a way to do it, rather than a way to not do it. I am amazed at the ignorance and mean spiritedness of some who should be more understanding... colleges, schools, churches..etc.

I'll never forget the response of a local football booster ... "they can pay their two bits and come in just like everybody else."

I've had experience with college officials who weren't much better... just more articulate.
