I am having a problem with an AHJ telling me that we have to relocate a panelboard that is installed in a bathroom at a Walmart, as i understand the NEC it applies only to dwelling unit bathrooms. Anybody have a differnt view?

240.24(E)is clear. As long as you have working clearances, you should be ok. Ask the AHJ for a code reference.
