Panelboards in ceiling

By in the ceiling do you mean above the ceiling, like behind a lift up ceiling tile?
 
When I read the OP, my first visual was a panel installed literally in the ceiling, front facing downward.

When I read the OP, my first visual was a panel installed literally in the ceiling, front facing downward.

This used to be an acceptable installation in some locations, like a basement or crawl space (I took one out of my basement about 12 years ago). I want to say I saw some in old houses where the knob and tube service entrance was in the attic.
I believe, it took some specific language in the NEC to specifically prohibit it.
