can spare wires be pulled into a panelboard without being installed on a breaker,if not, where in the dose it state so......

I run spares for future expansion all the time when its a flush mount going to be rocked.

I agree with Mike and Tony.

When I was doing residential, I always ran a few extra cables to areas in the house, tagged them as to there locations, and left them in the panels.

Sometimes I would also install a couple of 1" conduits stubbed to an accessible location depending on the size of the house.

Unless i am under a budget i like to leave that attic light on it,s own circuit.Comes in real handy should they add some floods or a home run got left out.

Oh come on Jim we all know that never happens,Its always the framer cut the wire or the drywaller did it :D
