I have 277/480V three phase system and panelboard being used is 120/208V three phase 240V rated. I said to get the panelboard to match system voltage however I got stare saying where it is in code. I researched in NEC 2014 section 408 and did not find it. Is this in code?

All the Code has to say is the voltage must not exceed the equipment rating.
You're good to go.
(Sometime the situation you describe is used to meet AIC requirements)

110.4 should have this covered.

110.4 Voltages. Throughout this Code, the voltage considered shall be that at which the circuit operates. The voltage rating of
electrical equipment shall not be less than the nominal voltage of a circuit to which it is connected.
