No. You are not allowed to overload the feeder by connecting so many panels that their total calculated load exceeds the ampacity of the feeder conductor. But that is true even if there were only one panel. You also have to watch out for the tap rules, if the conductors from the panel to the common feeder are not the same size as the feeder itself.
