Panels as raceways

Where in the NEC does it state that you are allowed to use a panel as a raceway (wires passing thru without being terminated)?

312.8 Enclosures for Switches or Overcurrent Devices.
Enclosures for switches or overcurrent devices shall not be
used as junction boxes, auxiliary gutters, or raceways for conductors
feeding through or tapping off to other switches or
overcurrent devices, unless adequate space for this purpose is
provided.
The conductors shall not fill the wiring space at any
cross section to more than 40 percent of the cross-sectional
area of the space, and the conductors, splices, and taps shall
not fill the wiring space at any cross section to more than
75 percent of the cross-sectional area of that space.


In many cases this space is not provided for due to space constraints so in some specific cases the space is not provided for ( can't think of any right now however..lol ) but it needs to be aware of when applying 312.8.

Paul,
I have never seen a panel that did not have enough space for some additional wires in the wire area of the panel. If you think of an example I would love to see a link or picture.
