Panels behind doors

If a circuit breaker panel is installed behind a 3' door in a utility room, does anyone feel that this installation does not meet clearance requirements?

I think it is a great place as you are pretty much guaranteed a 36" x 36" work space.

We install them behind bedroom doors in apartment buildings also, partly to keep them more out of site, but with the door closed, there is a perfectly sized working clearance.

I can see a possible drawback, if someone trys to open the door when your hands are in the panel. I guess that is what your foot is for.

I was pretty sure most would agree, just had some opposition to the location lately from employees, just needed some back up.

Keep in mind that a 3 foot door is not 36 inches wide when opened
That's true, but you're only required to have 30" of width which a 36" door would give you.
