Panels for HVAC equipment mounted on roof?

Good day,

I am currently working on two-story building project. The building will have two main electrical rooms (one on 1st floor and one on the 2nd floor) with several sub-panels throughout the building. Most of HVAC (about 30 units = 1600 Amps, 3ph, 208V) are located on roof (1/2 of the roof and HVAC units are existing ones and the other 1/2 is new roof and HVAC units).

The electrical service and distribution panels will be new ones. What is the most reasonable and cost-effective solution to feed the existing and new HVAC equipment on roof (from second floor electrical room and other panel locations on the second floor, or to install two panels on the roof adjacent to HVAC equipment on the roof)?

If the installation of panels on roof is most reasonable, please let me know what product and support will be the most appropriate for the panel installations on existing and new roofs.
