I know 240.24(E) prohibits locating OCP in bathrooms of dwellings, guest suites of motels and hotels, but where does one find an article allowing OCP in non-dwelling restrooms?

You won't find it.

240.24(E) permits it sort of

Don't forget that the service disconnect can not be in a nondwelling bathroom. 230.70(A)(2)

Had a situation like this about six months ago at a cell phone store remodel. The setup was; the panel on the inside back wall, meter on the outside. Since they decided to have both a mens and a womens restroom the panel ended up in the womans restroom. The inspector "suggested" we have our main disconnect outside then the restroom panel is subfed. Turned out to be a nice extra for my company.
