What is meant by exterior fixed panels in 210.52A2(2)? Would a sliding glass door with a fixed panel be considered both interior and exterior. Maybe I?m over thinking?...:D

In [2011] is says "in exterior walls", which makes it pretty clear. A fixed panel of a pair of glass panels in a sliding exterior door must be counted. A floor to ceiling plate glass window must be counted in its entirety.
If you have a Japanese style sliding wooden screen panel between rooms, and it slides behind a fixed panel when open, then even though the framed opening in the wall is wide enough for both, that half of the opening still would not be counted since it is not in an exterior wall.
