i am currently re wireing my cabin in lycoming county and the local code enforcer is telling me that i do not need a main breaker in my new panel even though i do not have a disconnect between the meter base and my panel can this be correct

You need a disconnect somewhere. There is no rule that forbids you to have a main breaker in the service panel.

It is correct IF you can deenergize the entire service with no more than "six throws of the hand."

Larry, I've always felt that 408.34(A) and 408.36 would prevent this. In his sitaution this would almost have to be a L&A panel (by definition)m and 408.36 restricts the main to two breakers.

Maybe the inspector subscribes to the theory that the meter is a disconnecting means. There are so many things wrong with this theory that I can't decide where to start, but I have heard it seriously argued.
