There is a change in the 2008 NEC regarding 210.52(C).

(C) Countertops.
In kitchens, pantries, breakfast rooms, dining rooms, and similar areas of dwelling units, receptacle oultets for countertop spaces shall be installed in accordance with 210.52(C)(1)-(C)(5).

Does this mean if there are countertops in a pantry, that the receptacle spacing has to be complied with?
Say the pantry countertop is 6ft long, it would now require 2-receptacles, supplied from 2-small appliance branch circuits.

(C) Countertops in prior codes used to say: " In kitchens and dining rooms..."

Pantry, breakfast rooms, similar spaces has been added to the Section

I always thought that outlets in pantries must comply with the kitchen requirements. If I have been wrong it looks as if the 2008 has clarified that.

Read 210.52 (B) 1 This has been there forever.......well as long as I can remember.
That article is not related to the question. That just tells us what circuit we must use to power receptacles in those areas. The question has to do with spacing requirements for countertops. Yes, it is a change in 2008 to impose the 12 inch/24 inch spacing requirement in the pantry and the other areas. I hadn't noticed that change myself. But then I seldom get into residential design.

That is what I thought as well. It surprised me to see this. I am presenting a number of seminars in regards to the '08 changes, and I want to make sure I was not sleep walking when I read that and other related documents I am studying.

Counter tops are common in many upscale homes.

big time, they are popular in upscale homes. i have wired many of them and if it is a pantry or anything off of the kitchen between dining rooms i place outlets there.

now a days pantries are growing larger and larger and counter tops are showing their faces in there. in fact the pantry that is going in the house that i am building is almost a 5 x 7 walk-in. there will be outlets in there, in fact my wife insisted that i place some in there.

if i don't do i now, i will be forced to put one in later by the CHIEF inspector....my wife;)
