Pantry dishwasher

I have tenant that has office space and pantry. Plans show that the pantry has 1kW, 120V single phase dishwasher panelboard direct wired fed from junction box. The Panelboard feeding dishwasher is located in electrical room outside of tenant space but on same floor.

Dishwasher is appliance correct. The plans just show junction box at the dishwasher no disconnect.

Would not the dishwasher require external disconnect next to it or does dishwasher come with disconnect that qualifies as disconnect? I read NEC 2017 section 422 but its confusing. Your thoughts and opinions appreciated

Install a breaker lock at the panel and you are good to go. I am not sure it would be considered a motor operated appliance because it also has heaters inside the dishwasher. Either way you can just add breaker locks. In general the switch on the unit does not kill the power to the unit
