paralled service into 2 separate service disconnects

If I have parallel 4/0 alum coming into a CT can (240v), am I allowed to leave that can into 2 separate disconnects, each with a 200a MCB, yet 1 switch 2' to the left and 1 switch 3' to the right. Shouldn't the entire 400a enter a service gutter 1st, then make taps into each disconnect?
 
You would not even need to "parallel" the conductors. You could run one set to the right disconnect and 1 set to the left disconnect.
(They would not technically be paralleled as they do not tie together at the CT)
(assuming your calculated load on each switch is 180 amps or less)
 
So the parallel rules apply to the incoming only?
IF they tie to a common buss. They are only parallel conductors if they are connected at the same place on both ends.
If you can pass thru a CT (no connection) to respective disconnects they would not be parallel conductors.
