parallel 200amp

I am looking to put a bid on a two unit mutlifamily dwelling with a 200 amp drop feeding two 100 amp panels. The owner wants to put baseboard heat in the whole building. After doing the calculations the service has to be bumped up. My question is can I leave the one drop there and add a second 200 amp drop to run parallel 200amp drops. Then from there feed 200 amps to each panel. It would save me money rather than putting a 400 amp service in. Thanks for any input, Dave

Hopefully I understand correctly.
It is permissible for you to have a riser for each service with POCO's drop feeding both.
Actually, on some multifamily units local POCO prefers that as, if needed, they can cut one customer loose (sometime booting meters doesn't get the job done)
