Parallel Conductors feeding adjacent panel.

I have a question about feeding an adjacent panel. Two panels side by side with chase nipple 3- nipples in between can I run abc phases through one nipple and second abc phases through a second nipple than neutrals thru another nipple. the phases come in from top and neutrals in from bottom of panel.
 
It is not entirely clear to me either. The rules apply to conductors in raceways. The question is whether a nipple counts as a raceway. The article 100 definition of raceway seems to say it does, but that is certainly open to interpretation.
 
If I understand your question correctly, the only way this might be legal is for a slot to be cut in the metal enclosure from knock out to knock out, which seems impractical from your description. This prevents induction and its required somewhere in the code. I don't have the time to look it up now. See the Neutral carries the unbalanced current, so it needs to be considered a separate phase for this purpose (eletrical theory).

The code section you are thinking of is 300.20(B) and is referenced by the exception to 300.3(B)(1) for parallel installations.
