Parallel Conductors

To keep people from using parallel when a larger wire size would serve just as well?
Avoiding potential problems of undetected failure of one of the parallel conductors?

I have no fact to offer, but here is my guess. No two wires will have exactly the same resistance, however carefully you cut them. Small differences in length or other parameter can cause one of the two wires to carry more current than the other. The smaller the wire you start with, the greater impact that that difference in current can have on the more heavily loaded wire. For larger wires, a difference of a few amps will not be as much of a hazard.
