You will have to consider de-rating for that many conductors in one conduit.

1/0 = .1825 x 2 = .3650

you can see there is plenty of room. You can get 19 - 3/0 xhhw-2 conductors in 4" pvc

You are correct. I was thinking neutral but it is an equipment grounding conductor.
