210.8(B)(8) requires in non-residential garages to have GFCI protected 15/20a recepts. It "seems" to apply to service garages and not parking garages. It does not seem really clear.

I have a 3 level underground garage with recepts. Would these need to be GFCI protected? If only for lighting?

IMHO... I think you have answered your own question. But there are some pints to consider....

1. Since it doesnt specify, i would say that it covers all garages.
2. An outlet and a receptacle are not the same thing... I say that because an outlet talked about in this instance requires no GFCI protection, but a Receptacle put in the outlet does require the GFCI protection. :)

Start with the Article 100 definition of garage. The definition tells us what it is and what rules to apply.
