Have three levels of parking garage bottom three floors of high rise

Looked at definition of NEC 2017 section garage but am still confused. Read that NEC 2017 section 210.8(b)(8) requires gfci for garage.

However am still confused does garage include parking garage and require gfci or not?

Any receptacle outside, and imo a garage is outdoor, gfci is required.

imo a garage is outdoor

It's hard to consider a below-grade garage or one that's fully enclosed by a building's cladding (e.g. built in to a house) as "outdoor". (Doesn't make it less a garage, only less outdoor.)
