Parking light pole electrolysis .

I have an strange one.I have serviced parking lot light poles in california for 15 years and I have seen a good share of rusty poles.Ive rewelded them,replaced them both base and pole.I have a property in Laguna Niguel where most of the 150+ poles have rusty hand hole covers and handhole rings.The base's have a fair amount to where the powder coating is peeling up but nothing like whats going on at the hand hole.
The grounding studd and nut on the ring of the hand hole has never been hooked up the # 12 green stranded go straight up the pole and to the fixtures.the fixtures are bolted to the pole at the top with a cover over the top .So Im wondering if the lack of bonding the pole has anything to do with the accelerating rusting condition.

Rust = iron poles.
How far are these pole from the ocean?
And how old are the poles?
