That would not be in the NEC. The Illuminating Engineering Society (IES) might have something to say on the subject, but that is outside my area of expertise.

What is the standard requirement for parking lot lighting? That is Watts per square foot or lumins. Anyone? At one time there was a table in the code and I can't find it.
You need to grab yourself a copy of the International Energy Conservation Code or ASHRAE 90.1 standards for that information.

And its a recommended standard. Its only enforceable if adopted. The link you have is to the model lighting ordinance, its a great place to start, but the MLO is intended to reduce light tresspass, to do that for parking lots you need more poles of a lower height.
Contact your wholesale house, they have lighting reps they work with and can help you do a layout

Foot candle readings should be no more than 5:1. parking lot can be as low as .01 foot candles and appear to be well lit as long as the ratio doesn't go past 5:1
