The American Electricians Handbook has lots of information on recommended illuminationlevels for various locations and applications.

I also believe there are state and local ordinances that must be followed concerning illumination levels in public places like parking lots.

esox39....if you are looking for good engineering/design guidelines, take a look at the Illuminating Engineering Society. They have a lot of books, guidelines, and work with all major manufacturers as well as utilities.

9th edition if IEShandbook, page 22-22 gives horizontal of o.2 fc, enhanced security of 0.5fc and vertical of 0.1 basic, enhanced of 0.25. Ratio of 20:1 basic, enhanced of 15:1. We use a minimum of 1 fc in most areas and up to 3 for cameras.
